At the local administrative unit level, the hosting capacity density (MW/km2) shows a high level of heterogeneity (Fig. 5).

Previous studies have also shown that limitations to distributed solar PV first becomes apparent in low-voltage grids [22e24], which is supported by the focus on hosting capacity of low-voltage grids in previous research [13,15,17].
How much voltage deviation is allowed in a low-voltage grid?
Current European regulations state that a variation of ± 10% in low-voltage grids at the PCC is allowed , but many countries have stricter national limits [26e28]. In order to reduce this impact on our estimate, we use a stricter ± 5% voltage deviation in the low-voltage grid .
